Only in C and it's descendants. BASIC and FORTRAN start at 1. Pascal and Delphi require programmer definition of an array index.

I just wanted to point out that "arrays start at 0" isn't true, mostly because I'm a smartass who takes great pleasure in my great wealth of mostly trivial knowledge, such as the fact Mrs. Claus will never go outside, pick up some eggs, and fix Santa a penguin omelet.
