Nope, I don't think you are missing anything. Took apple over a year to catch up to most android phones currently on the market. Complete fail on not only Apple's part, but I feel as though Tim Cook will be frowned upon because nothing met the public's expectations. Ooohhh voice activation. I'm sure it will go something like this:

I mean, Motorola doesn't do a totally awesome all-new, 10-times-better-than-the-last-iteration phone every year. Neither does Samsung or HTC or anyone else.
The only fail I see is people's wild and unfounded expectations. The 4S is a similar upgrade to the 3G -> 3GS upgrade, maybe a bit better. Are people so spoiled that this is considered a failure? Perhaps it is time to revisit this video:

Hard to believe, even with him looking pretty frail recently. It's a sad moment for Apple and the technology sector in general. Yes, I'm an ex-employee and full-time fanboi, but still. Look at how much the methods by which we communicate have changed since his re-introduction to the company in 1998. It's not that all of this technology (portable MP3 players, internet-capable computers, touchscreen, web-connected phones) wasn't available before Apple made their version, it's that they took it and made it available and friendly for the masses.
Did anyone actually use a pre-iPhone touchscreen "smartphone?" They were, by and large, pretty bad. Think about how computers were sold to the average consumer who didn't know what they needed. Where did you go post-purchase to learn how to use your fancy new toys? Now go look at an Apple retail store and what they've done for the average consumer.
By and large, us MM folks are not the "average consumer." Regardless, I don't think there's much denying the impact that Steve's leadership of Apple has had on society in the past ten or so years. So, cheers to that.
