I will still say roads in PA are probably the worst I've ever driven on (with the exception of the soon-to-be I-99 on the way to Watkins Glen, NY)...
Oklahoma seems as if they have no road funds since they blow all their money on interstate signs like "Checotah - Home of Carry Underwood - American Idol Winner 2005"...

so true. when i lived in lancaster PA it was even worse from all the horse/buggies tearing up the roads. i recall we'd have to get our cars re-aligned constantly because the pot holes would beat the hell out of them.

They should at least grant a temporary injunction against the fees until the legislature revises the bill... it's not right to leave something unjust in that manner in place for scheduling convenience. Ask the guys that already got tickets if you disagree...
